Mayor Nelson Orders Enforcement of Automobile Ordinance

To the Public: The mayor has instructed me as city marshal to notify through both daily papers all owners and drivers of automobiles that they must use more caution and care in running their autos within the speed limit. The mayor is willing that there should be a speed test made of the running for five or six blocks and a driving horse by side. Fast driving must come down within the speed limit of the city ordinance for it will be strictly enforced. See ordinance below. By order of the Mayor.

ORDINANCE No. 597.

An ordinance regulating the use of automobiles upon the public streets of the City of Ottawa.

Be it ordained by the mayor and councilmen of the City of Ottawa:

Section 1. That it shall be unlawful for the driver of any automobile or any person owning, operating or controlling any automobile, to run or cause to be run any automobile upon the streets of the City of Ottawa, except he comply with the provisions of this ordinance.

Section 2. That all automobiles shall be supplied with a suitable horn, gong, bell or other signal, and be equipped with a good and sufficient brake. That the above mentioned signal shall be given at the approach to every sidewalk crossing and whenever reasonably necessary to warn and protect footman and persons in other vehicles.

Section 3. That automobiles run upon the streets of the City of Ottawa in the night time, between one hour after sunset and one hour before sunrise, shall be equipped with one or more lamps throwing a light a reasonable distance in the direction the automobile is going.

Section 4. That no automobile shall be run upon the streets of the City of Ottawa at a higher rate of speed than eight miles an hour. That upon approaching street crossings and intersections the speed shall be reduced to four miles an hour.

Section 5. That when an automobile approaches a vehicle drawn by a horse or horses or other animal, or any horses or other animal upon which anyone is riding, the automobile shall be operated and controlled in such a manner as to exercise every reasonable precaution to prevent the frightening of such horse or horses or other animal, and to insure the safety and protection of any person riding or dirving the same, and if such horse or horses or other animal appear frightened, the automobile driver shall reduce speed and if practical turn to the right and give the road, and if requested by signal or otherwise by person having such horse or horses or other animal, the automobile shall proceed no further toward such animal, but shall remain stationary so long as may be necessary to allow such horse or horses or other animal to pass.

Section 6. That any person failing to comply with the provisions of this ordinance or violating any of the provisions thereof, shall upon conviction be fined in any sum not exceeding one hundred dollars.
